Why did it take this long?
Last week the Office of Government Commerce (OGC) launched a campaign to improve the way that public sector organisations manage ‘grey fleet’ vehicles, which are those vehicles owned by individuals but used in connection with their work.
Considering that the HSE guidance on this was issued in 2003, it is a little disturbing that the public sector has taken over 6 years to do what industry started doing back in 2004. Given the fact that businesses recognise the potential prosecution risks associated with vehicle use, mainly centred around the Corporate Manslaughter Legislation, I have to ask whether the public sector thought it was exempt for operating in a safe manner?
Having read the conference programme for their event two of the organisations presenting were shown by Businesscar to have below par management systems in place earlier this year.
Perhaps the public sector should get some professional in to show them the correct way to organise their systems and ensure that the general public are safe.
